The earthquakes have left residents of Iskenderun with no water or functioning sewage system, with electricity available in only half the city.

Iskenderun, Turkey – Serizan Agbas, 61, has been sleeping in a chair in the garden of a school since the earthquakes devastated the southeastern region of Turkey on February 6.

Agbas’s apartment block is still standing but was deemed not safe to stay in. So she stays out in the open and shares fire and food with rescuers.

“Our pain is immense. I have only 15 lire [$0.80] in my pocket, I don’t even have a cigarette,” she told Al Jazeera. “I have nothing to lose now, so I’m not afraid.”

For 30 years, Agbas ran a textile shop, but the earthquake destroyed the building it was in and she had no insurance. Not knowing what else to do, she comes to the building every day anyway, sometimes she meets Ozhan Komurcu there, who used to run a carpet shop in the building too.

Fourteen people were saved from the collapsed building, they told Al Jazeera. But they believe more than 100 people died in it. There is no water or functioning sewage system, they added, and only half the city has electricity and people are starting to worry about diseases spreading.

The massive earthquakes on Monday – with magnitudes of 7.8 and 7.6 – have so far killed more than 24,000 people and wounded more than 80,000 others in southeastern Turkey. More than 6,400 buildings have collapsed, according to authorities.

Agbas thinks most of the buildings that either collapsed or became uninhabitable following the quakes were built in the last five years and says anger is growing over the construction.

“The builders are cheats – they make something shiny and luxurious looking, but it’s really cheap and weak,” she said.

On Tuesday, the Turkish government declared a three-month state of emergency in 10 provinces along its southern border with Syria.

Turkish President Recep Tayyip Erdogan last week acknowledged “shortcomings” in the state’s response to the quakes, adding that severe weather had made rescue efforts more difficult and that the efforts were now fully on track.

Concerns over looting have also been raised in the stricken areas, with state media announcing that 48 looters had been arrested across eight provinces.

Iskenderun saw a lot of looting in the first two days, Agbas and Komurcu said, but now the military has been deployed on the streets in an effort to make it safer and prevent looting.

Officials say 76 people have been rescued, five have been found dead and 24 are still missing.

Rescuers have found one more survivor and recovered five bodies from a Thai warship that sank over the weekend in the Gulf of Thailand, navy officials said, as hopes faded for the two dozen people still missing.

The HTMS Sukhothai, a corvette in service for 35 years, sank on Sunday night in rough seas with 105 people on board. Officials have acknowledged that there were not enough life jackets for all those on board.

The navy said an earlier tally of 106 people on board was incorrect because one sailor failed to join the journey.

Navy commander Admiral Cherngchai Chomcherngpat said initially at a news conference in Bangkok that two people had been rescued on Tuesday, but later said he had received updated information that only one person was alive and that five bodies had been recovered.

According to those figures, 76 people have now been rescued, five have been found dead and 24 are still unaccounted for.

The most recent survivor, identified as Chananyu Kansriya, was found floating in the sea at about 2pm local time (07:00 GMT) on Tuesday and was picked up by a passing cargo ship, according to the navy’s rescue coordination centre at Bangsaphan in Prachuap Khiri Khan province, near the scene of the accident. A navy frigate was bringing him back to shore.

Vice Admiral Pichai Lorchusakul, commander of the 1st Naval Area Command, told reporters that Chananyu was in weak condition and would receive medical treatment on the frigate, which has facilities akin to a mobile hospital.

He was quoted by the Thai Rath newspaper as saying search efforts had been accelerated, but the missing could not be expected to survive in the sea for longer than two days.

The navy has deployed four large ships, two maritime patrol aircraft, two helicopters and a drone, and the air force has contributed one plane and one helicopter. Small boats could not be used because the sea remained extremely choppy, navy officers said.

The search is gradually moving south to take into account the currents, Captain Kraipich Korawee-Paparwit, commander of one of the rescue ships, told Thai PBS television.

Strong winds and high waves caused seawater to enter the ship on Sunday evening, knocking out its electrical system and making control of the ship virtually impossible. Other naval vessels rushed to the scene, about 32km (20 miles) offshore, to assist the stricken vessel, but could not do much because of the poor sea conditions. Because the ship could not be controlled, more water entered, causing it to list and sink.

Thailand’s Meteorological Department had issued a weather advisory for the general area just a few hours before the accident, saying that waves in the Gulf of Thailand were expected to be two to four metres (7-14 feet) high. It suggested that all ships “proceed with caution” and warned small craft not to go to sea until Tuesday.

Survivors interviewed by Thai television said there were not enough life jackets because the ship was carrying guests in addition to its normal crew, which the navy website said was 87 sailors and officers.

Navy Commander Cherngchai confirmed there were not enough life jackets on board in comments to PPTV television.

“This operation, they added staff from the Marine Corps and Air and Coastal Defence Command, about 30 people. This is why I think there were not enough life jackets,” he said.

A survivor of the deadly mass shooting at a Walmart store in the US state of Virginia last week has sued the company, alleging that she and other employees warned Walmart management about the attacker but that nothing was done.

Donya Prioleau, who filed the $50m lawsuit on Tuesday in a Virginia state court, said she worked as an overnight stocker with Andre Bing, the man accused of killing six co-workers on November 22 after opening fire in a Walmart breakroom in Chesapeake before killing himself.

The lawsuit alleges that Prioleau has experienced post-traumatic stress disorder, including physical and emotional distress, from witnessing the rampage. It also provides a long list of troubling signs displayed by the attacker that Prioleau claims managers failed to address.

“Bullets whizzed by Plaintiff Donya Prioleau’s face and left side, barely missing her,” the lawsuit reads. “She witnessed several of her coworkers being brutally murdered on either side of her.”

Six people also were wounded in the attack, which has renewed calls for stricter gun control regulations in the United States, where more than 600 mass shootings have been recorded so far this year, according to the Gun Violence Archive, a non-profit group.

Walmart, which has its headquarters in Bentonville, Arkansas, said in a statement that it was reviewing Prioleau’s complaint and will respond “as appropriate with the court”.

“The entire Walmart family is heartbroken by the loss of the valued members of our team,” the company said. “Our deepest sympathies go out to our associates and everyone impacted, including those who were injured. We are focused on supporting all our associates with significant resources, including counseling.”

The lawsuit alleges that Bing “had a personal vendetta against several Walmart employees and kept a ‘kill list’ of potential targets prior to the shooting”, which took place just after 10pm local time (03:00 GMT) last Tuesday, ahead of the US Thanksgiving holiday.

Days after the attack, authorities in Chesapeake released a document from Bing’s phone labelled a “death note” and laid out the 31-year-old’s complaints that his co-workers were ostracising and antagonising him.

“I was harassed by idiots with low intelligence and a lack of wisdom,” Bing wrote, accusing his colleagues of laughing at him and giving him “evil twisted grins”.

When one colleague tried “to get rid” of him, Bing said he “lashed out”. The note, released with names redacted on Friday, appears to identify certain employees that Bing blamed for his troubles, as well as another whom he wished to “spare”.

Tuesday’s lawsuit claims that Walmart management knew or should have known about Bing’s disturbing behaviour, listing several instances of alarming conduct.

“Prior to the shooting, Mr. Bing repeatedly asked coworkers if they had received their active shooter training,” it states. “When coworkers responded that they had, Mr. Bing just smiled and walked away without saying anything.”

Bing “made comments to other Walmart employees and managers suggesting that he would be violent if fired or disciplined”, according to the claim, which also says that Bing “was disciplined leading up to the shooting, making his violent outburst predictable”.

In another instance, the lawsuit alleges that Bing told co-workers “he ran over a turtle with a lawnmower just to see its [guts] spray out, which made him hungry and reminded him of ramen noodles”.

Bing was previously disciplined for bad behaviour and harassing employees, but Walmart “kept employing him anyway”, the lawsuit also says.

Prioleau had submitted a formal complaint on a Walmart Global Ethics Statement Form indicating that Bing had “bizarrely and inappropriately commented on Ms. Prioleau’s age”, the lawsuit states. Bing allegedly told her: “Isn’t your lady clock ticking? Shouldn’t you be having kids?”

Prioleau also complained that Bing had harassed her for “being poor and being short”, according to the lawsuit. It states that she also informed Walmart that Bing called her a “b***h” under his breath.

In September, Prioleau’s mother expressed concerns to a Walmart manager about her daughter’s safety “because it appeared their concerns were falling on deaf ears”.

The manager said “there was nothing that could be done about Mr. Bing because he was liked by management”, according to the suit.
